Techsol makes a tiny PC-type dev. kit, and you can buy the I/O board alone.

The one in the photo is an older (2002) Rev.B1 I/O board that has an early (2004) SA2410-Rev.A Medallion CPU Module plugged in. The Ethernet controller and SRAM are hidden under the Module. (NOTE: SRAM makes J-TAG development easier.) The edge connector is the J-TAG connection on older CPU module designs.
